Why is fluorine the most effective elemental oxidizing agent?

Fluorine’s high electronegativity contributes to its small atomic radius. This is since the positively charged protons in its nucleus strongly attract the negatively charged electrons. Additionally, fluorine has a high reduction potential of +2.87V, which also indicates it has a strong tendency to gain electrons and be reduced.
