Does PBS buffer have any advantage over SSC buffer?

In fluorescence in situ hybridization (FISH), it is beneficial to use SSC buffer since it helps to control for stringency of the hybridization. The stringency can be varied using different concentrations of SSC. Lower stringency allows hybridization of sequences that are not completely homologous, while higher stringency ensures hybridization of completely homologous sequences.
