How is the Golgi made in the cell?

Currently, two theories postulate as to how the Golgi apparatus is formed in the cells. The first theory, which is known as the vesicular shuttle model, argues that the Golgi apparatus cannot be made from scratch. Instead it is a pre-existing structure in cells that receives proteins and lipids from the rough ER for further processing and trafficking. The second theory, known as the cisternae maturation model, opposes the vesicular shuttle model and argues that the Golgi can in fact be made from scratch. In this model, vesicles containing newly synthesized proteins that originate from the rough ER fuse together to form the Golgi
